Fujian provincial government released its "15th Five-Year" Urban Renewal Plan,
framed as a drive to "build six cities" with six focus areas, 21 key tasks and
14 major actions. Market-relevant directives include accelerating a shift in
growth drivers and building an innovation city—cultivating high-quality new
growth drivers, expanding and upgrading metropolitan industries, stimulating
urban consumption and enhancing openness; advancing a green, low‑carbon
transition—deepening urban ecological governance, raising green/low‑carbon
building standards and promoting low‑carbon lifestyles; and reinforcing safety
and resilience—strengthening old‑housing safety governance, steadily advancing
urban‑village redevelopment, bolstering urban infrastructure, improving disaster
prevention/mitigation/relief and tightening construction safety oversight.
