The EU and India formally launched negotiations for Indian participation in the
EU flagship research program Horizon Europe, aiming to complete talks by
year-end; the move is separate from an expected milestone free-trade agreement
due to take effect next year. The Horizon Europe program totals 95.5 bln
euros; if approved, Indian universities, research institutes and companies would
be eligible to join joint projects with European partners. The partners also
agreed to establish an EU‑India EV charging technology and testing innovation
centre; start an EU‑India startup partnership focused on deep‑tech cleantech;
and deepen cooperation on semiconductors, high‑performance computing, quantum
technologies, AI, 6G, agri‑food, active pharmaceutical ingredients and
clean‑energy technology value‑chain resilience.
