Tianjin municipal government office issued the Action Plan for Promoting
High‑Quality Development of the Advertising Industry (2026–2028). The plan
prioritize expanding digital advertising, accelerating digital transformation
of traditional outlets such as Haihe Media, and promoting integration of
traditional and new media to boost ad reach and marketing effectiveness. It
launches an “AI+digital advertising” push using big data and cloud computing,
supporting R&D and application of AI‑generated content (AIGC) in ad design,
production and performance monitoring. The plan also allows ad firms to rent
intelligent or supercomputing resources to run domain‑specific large‑model
training and inference, data labeling and data analysis.
