"final rule" tightening permitted stays for foreign students, exchange visitors
and foreign journalists; DHS says the move targets "visa misuse." Yonhap reports
the rule could affect more than 13,000 South Koreans in the US. South Korea’s
Embassy in Washington says, as of 2025, 11,861 South Koreans hold F-1 students
visas and 1,347 hold F-2 dependent visas; 7,985 hold J-1 exchange visitor visas
with 3,180 J-2 dependents; and 349 hold I visas as media representatives.
