The Ministry of Transport said the 15th Five‑Year Plan period will emphasize
low‑carbon substitution of transport power, accelerate green transformation of
transport infrastructure, speed up transport-structure optimization, deepen
pollution control, and establish a carbon-emissions accounting and monitoring
system for the transport sector to advance a green, low‑carbon transition.
