The State Administration for Market Regulation (SAMR) said it will use inspection and testing to support industrial upgrading during the 15th Five-Year Plan, launching pilots and a three-year action to upgrade national quality inspection centers. SAMR plans to build high-level testing platforms for strategic emerging sectors — integrated circuits, new energy, biopharma and humanoid robots — and to drive service-model innovation via digital transformation. It will deepen collaboration with industry-chain leaders and research institutes to tackle core technologies, shifting testing from single-service, post-production quality checks toward industry-chain coordination and end‑to‑end innovation enablement. SAMR also intends to scale testing capacity for green low‑carbon products, food safety and high‑risk industrial goods to reinforce industry development and public safety.
