CAAC deputy director Han Jun told a State Council press briefing that during the 15th Five-Year Plan the authority will build a resilient, diversified and secure air cargo system. Priority measures include: opening international cargo corridor networks to raise transport efficiency and multi-route redundancy, strengthen links with emerging-market cargo hubs, and build an international route network coordinating freighter and belly capacity across traditional and emerging markets to expand global coverage; enhancing cargo functions at major hubs — notably Beijing, Shanghai, Guangzhou, Shenzhen and Chengdu — and scaling specialized cargo airports such as Ezhou, while supporting export-heavy provinces lift international air‑cargo capacity via hub airports; upgrading airport cargo facility adaptability; cultivating diversified air-cargo firms and supporting Chinese freight carriers to scale up and transform into integrated logistics providers; and driving cost reduction and quality/efficiency improvements across air logistics.
