gradually advanced key items in talks — reopening the Strait of Hormuz and
restoring oil exports — and that progress achieved so far has "far exceeded
expectations", despite U.S. non-compliance. He added domestic debate over
methods and results are acceptable but should not disparage outcomes without
professional basis.
