Hainan provincial government office issued its 15th Five-Year services
development plan, directing development of commercial space technology services.
The plan targets an international satellite data-trading platform, a Phase II
smart launch-service system at a commercial launch site, a third-party
intelligent testing center for low‑Earth-orbit satellites and upgrades to
remote-sensing mapping application services. It seeks to shift the commercial
space sector from hardware manufacturing toward higher‑value operational and
service offerings and to elevate Hainan’s service capacity in international
aerospace and telemetry, tracking and control support.
