Guangzhou Housing and Urban-Rural Development Bureau, in a consultation draft of the city’s 15th Five-Year housing plan, said it will use real-estate financing matchmaking to intensify vetting, push and remediate 'whitelist' projects and increase loan supply — aiming to ensure compliant projects are fully admitted, approved loans are fully drawn, and funds are disbursed as early as possible to meet legitimate financing needs and support project completion. The bureau will diversify funding channels, actively apply for central and provincial special funds and subsidies, seek issuance of local government special bonds for eligible projects, tap national policy financing and tax/fee relief, and support issuance of infrastructure REITs for affordable rental housing.
