July 22 — Liaoning held a provincial marine-economy conference in Shenyang.
Provincial party secretary Xu Kunlin directed authorities to accelerate building
a modern marine industrial system, prioritizing: scaling up marine fisheries via
high-standard marine ranches, deep-water net cages and aquaculture production
vessels, and boosting processing, distribution and branding of specialty
seafood; strengthening marine manufacturing by accelerating smart upgrades and
digital transformation, mapping strategies to strengthen, supplement and extend
industrial chains and attracting chain-leading and supporting firms; developing
high‑technology shipbuilding and high-end offshore engineering equipment
manufacturing bases; cultivating new sectors including marine pharmaceuticals
and bioproducts, marine new energy and materials, and marine+low-altitude
economy (e.g., drones/UAM); and upgrading marine services such as shipping
logistics, financial and insurance products and maritime legal services. The
plan also calls for coordinated development of shorelines, bays, islands and
waters, integration of culture-tourism-sports-commerce, and strategic planning
of the yacht industry to capture future scale expansion.
