Shanghai Development and Reform Commission and other municipal agencies issued
measures to strengthen tech-finance services, urge accelerated cooperation
with the National Council for Social Security Fund to set up selected-project
funds and establish a long-term capital-relay and coordinated-empowerment
mechanism. The measures call for studying an S parent fund to cluster more S
funds in Shanghai and for attracting insurers, financial asset investment
companies (AICs) and asset management companies (AMCs) to capitalize S funds or
participate in quota trading. They also propose exploring inclusion of S funds
within the nested-tier exemption framework.
