The State Council’s National Fitness Plan (2026–2030) directs local authorities to embed community fitness facilities in land-use and spatial planning and to align facility deployment with resident population size, composition and mobility. New resources should be steered to densely populated and supply-constrained areas. A municipal ‘space expansion’ push will repurpose underused urban space—industrial plants, warehouses, commercial premises, underpasses, rooftops—and emphasize all-age friendly, small-scale local venues. Plans include building or upgrading micro sports parks, small fitness centres, multi-use courts, small football pitches and public ice rinks, and expanding capacity for fast-growing segments such as ball sports and ice-and-snow activities. Municipal communities and parks will continue to be fitted with small equipment (eg, table tennis) to broaden grassroots access.
