CSRC chief lawyer Cheng Hehong said at a seminar on securities and futures
criminal trials that China’s capital market faces increasingly complex criminal trials
activity — wide public exposure, strong technicality and concealment, frequent
cross‑market linkage, emerging new offense types, and overlap between
administrative and criminal cases. He called for tougher punishment of
securities and futures illegalities; improved market mechanisms; strengthened
supervision and enforcement; focused action against serious cases;
deeper coordination between administrative enforcement and criminal justice; and
adaptation of the criminal legal framework to capital‑market characteristics,
backed by targeted professional research.
