Typhoon Hongxia intensified to typhoon strength on the morning of July 25 and is
forecast to make landfall along the coast between Hong Kong and Lufeng,
Guangdong, between the night of July 25 and the morning of July 26. Forecast
intensity: typhoon to strong typhoon, wind force 12–14 (35–42 m/s). Under the
National Flood and Drought Emergency Response Plan and related rules, the
National Flood Control and Drought Relief Headquarters upgraded Guangdong’s
flood and typhoon emergency response to Level 3 at 16:00 on July 25 and
simultaneously activated Level 4 responses for Jiangxi and Hunan.
