On the evening of July 25 local time Iran’s foreign ministry condemned what it
said was a Ukrainian attack on an Iranian merchant ship in the Caspian Sea,
reporting one dead and one injured. Tehran called the strike an “act of
aggression," said it would resolutely defend its interests and security, accused
Ukraine of seeking to widen the Russia-Ukraine conflict, and warned the
Ukrainian government and its backers would bear consequences. President
Zelenskiy said the same day Ukrainian forces struck a Russian warship and
several vessels transporting “Iran-related” military materiel.
