consider freezing the Russia-Ukraine fighting and relaunch the 2022 Istanbul
negotiations. Tokayev made the appeal during a Saturday meeting with Putin in
Omsk, Siberia, saying he had received multiple signals from Europe and the US
and was passing them on. He said it may be time to freeze the conflict and
restart an "Istanbul talks 2.0," citing the significant results of the early
negotiations. The report described the appeal as a rare public peace signal from
one of Moscow's closest partners.
