The State Council has approved and seven ministries — the National Health
Commission, National Disease Control Bureau, National Development and Reform
Commission, Ministry of Finance, Ministry of Agriculture and Rural Affairs,
CUSTOMS, and National Administration of Traditional Chinese Medicine — jointly
issued the 15th Five-Year Disease Prevention and Control Plan. The plan calls
for dynamic optimization of the national immunization program and to include
vaccines that are high disease burden, cost-effective, fiscally affordable and
enjoy international consensus. It directs promotion of vaccination for priority
groups such as middle-aged and older adults and women, aiming progressively for
full life‑cycle, whole‑population immunization. The plan also pushes
secondary-and-above medical institutions to provide vaccination services and
mandates broader rollout of electronic vaccination certificates and cross‑region
vaccination data sharing to improve accessibility and convenience.
