MOFCOM has issued the second-round 2026 allocation plan for agricultural export quotas, formulated under PRC import-export regulations and guided by international market supply-demand and local quota execution. Local commerce authorities should promptly carry out second-round allocation, verification and feedback for quotas covering live pigs and live cattle for Hong Kong and Macau, border-trade rice, border-trade wheat flour and sawn timber, prioritizing firms with high completion rates, strong operating capacity, reliable supply quality and solid brand reputation. Authorities are instructed to coordinate local export volumes, manage issuance pacing, closely monitor quota usage, implement dynamic reallocations and raise quota utilization. Second-round allocation plans must be filed with MOFCOM’s Department of Foreign Trade and copied to the Quota License Affairs Bureau, the China International Electronic Commerce Center and relevant export-license agencies.
