At the 2026 World Artificial Intelligence Conference, the State-owned Assets
Supervision and Administration Commission (SASAC) released a second batch of
central SOE AI strategic high-value scenarios and industry-grade datasets,
launched the AI open-source Huanxin Community 2.0, and initiated a joint
central-SOE intelligent software factory foundation project. SASAC said it will
deepen the central SOE "AI+" special action, prioritizing high-value scenarios,
opening scenario resources to the industry chain and promoting
upstream–downstream collaborative innovation. It pledged to strengthen key input
supply by accelerating compute infrastructure construction, deepening
compute–electricity coordination and improving end-to-end data governance. SASAC
said it will push open-source openness and ecosystem development to support
modernization of the industrial system and the emergence of an intelligent
economy.
