The ministry reiterated that Chinese AI companies have long focused on basic research and pursue both technological self-reliance and openness. MOFCOM noted significant US industry opposition to potential US sanctions on Chinese AI firms: nearly 200 US startups urged Washington not to cut access to Chinese open-source models, arguing it would weaken US competitiveness, and several large multinationals said model distillation is standard industry practice and should be permitted.
