Hangzhou has drafted an AI industry promotion ordinance aimed at becoming
China’s leading AI innovation city. The draft makes open source a standalone
chapter — a national first — and seeks to build a full‑chain system covering
open‑source community development, talent evaluation, foundation setup,
licensing and compliance certification. It designs new institutional measures
across compute, models, data, applications, talent, industry and
industry‑academia‑research collaboration. The draft for the first time
introduces the token concept and provisions to promote token production,
allocation and use; proposes an open‑data liability exemption mechanism,
incentives to commercialize open‑source technology and an open‑source security
grading assessment; and proposes a flexible regulatory mechanism to modestly
widen fair‑use boundaries for copyrighted training data while safeguarding
lawful rights.
