Foreign Ministry spokesman Lin Jian responded to reports the U.S. State
Department plans to spend hundreds of millions to counter China’s influence in
the Americas, Africa and Asia, saying bilateral ties should not be built to
target third parties. Lin said China consistently opposes closed, exclusionary
"small circles" and that its cooperation with relevant countries, especially
developing nations, is not aimed at wooing or confronting others but at
defending peace, promoting development, upholding international order and
building a shared future.
