Shanghai municipal government office issued an implementation plan (2026–2030)
to build a Yangtze River Delta inland shipping pilot zone and interconnect
inland water transport systems. The plan calls for cross‑provincial coordination
on waterway planning and construction to clear interprovincial bottlenecks and
jointly upgrade capacity on the Hang‑Ping‑Shen and Chang‑Hu‑Shen lines. It
directs upgrades to Shanghai’s high‑grade waterway network and advances
construction of the Su‑Shen inner‑port line (provincial border–Wundong hub),
Youdun Port and the Luo‑Wun River, and a preliminary study of the Dapu line. The
plan also aims to improve river‑to‑sea gateway layout and enhance efficient
links between inland waterways and river/coastal ports.
