Shanghai government issued a 2026–2030 implementation plan to develop a Yangtze
River Delta pilot zone for high-quality inland waterway shipping and
connectivity. The plan calls for boosting port infrastructure around
Xiaoyangshan and the Yangtze estuary, accelerating construction of the
Xiaoyangshan North container terminal and supporting works at the Yangshan
deep-water port, and completing Luojing port container retrofit Phase II. It
also mandates upgrades to port intermodal capacity and sea-rail services,
including a new Waigaoqiao branch as part of Hutuong Railway Phase II, to raise
port collection and distribution efficiency.
