China's Ministry of Ecology and Environment and the NDRC, with 18 other ministries, issued the National Climate Change Fifteenth Five-Year Plan on the 29th, setting policy and market measures through 2030. By 2030, CO2 emissions per unit of GDP are targeted to fall 17% versus 2025. The national carbon emissions trading market is expected to cut covered industries' CO2 emissions per unit product by about 3% versus 2025. Authorities will build a voluntary Nationwide greenhouse gas reduction trading market with unified methodologies, broad participation and international linkage, and establish a basic product carbon footprint management system. Non‑CO2 greenhouse‑gas monitoring and control will be strengthened to create roughly 30 mln tCO2e abatement capacity. Climate adaptation systems and climate‑resilient social infrastructure will be further developed.
