The MOFCOM office issued a work notice directing local authorities to accelerate
delivery of urban 15-minute convenience service circles, setting a national
target of 10,000 completed circles by 2026 subject to planning and quality
controls. Localities must define total targets and annual construction quotas.
The notice urges use of these community nodes to stimulate consumption—bringing
domestic “trend” goods, export-quality items, local specialties and
international brands into neighborhoods via legally compliant exhibition
stands—and to run promotional campaigns. It encourages appliance trade-in
schemes, digital and smart-product subsidy participants to hold community sales
events and establish local service/recycling points, and asks auto
manufacturers, dealers and recyclers to promote trade-in policies and, where
feasible, conduct community vehicle displays, sales and test-drives.
