Zhejiang province issued the Implementation Plan for AI‑empowered Manufacturing
Digital Transformation (2026–2030), prioritizing data governance and
high‑quality dataset construction. It will support firms in recognizing
industrial data assets on balance sheets and registering industrial data
intellectual property. The plan urges enterprises at digitalization level 2.0 or
above to build unified data‑management platforms and implement multi‑source,
heterogeneous data modeling and classification/grading. Focusing on integrated
circuits, apparel/textiles, consumer electronics and modern home sectors,
Zhejiang will promote upstream‑downstream collaboration across the data
lifecycle — collection, cleaning, labeling, testing and use — to produce
high‑quality, reusable industry datasets. It will pilot product master‑data
standards and industry dataset projects and accelerate development of a trusted
industrial data space.
