The statement points out that while AI could create a far more promising future, this outcome is not a foregone conclusion. Leading AI companies believe that automation in AI research and development is imminent. Although the specific acceleration is difficult to predict, a real risk is looming—rapid breakthroughs in AI capabilities may cause its evolution to exceed human understanding and control. To unleash the true potential of AI, industry, governments, and society urgently need to seize the window of opportunity to address emerging risks, build security safeguards, and strengthen regulatory frameworks. However, every company and even every country faces a competitive dilemma of "not daring to slow down alone." Currently, the world lacks effective tools, from technological to governance levels, to prudently regulate the overall pace of cutting-edge AI development. The statement calls on the US government to build upon existing monitoring mechanisms for the release of cutting-edge models and promote international collaboration to develop the necessary technological and governance tools to prudently guide the automated AI research and development process. OpenAI Chief Scientist Yakubu Pachotsky, OpenAI Chief Research Officer Mark Chen, Anthropic Co-founder and Chief Scientific Officer Jared Kaplan, and Meta Chief Scientist Shengjia Zhao, among others, signed the statement. Google Research Scientist Stephanie Chan stated, "I personally signed this statement because I support greater 'options' within the scope of action that can be taken to ensure that societies and governments around the world have time to reflect and prepare for and adapt to this powerful technology."
