The CPC Politburo on July 30 called for stepped-up measures to strengthen the
social safety net, increase employment support for priority groups, and protect
rights of flexible and new-form workers, including gig-economy participants. It
directed improvements to elder and childcare services and the development of a
layered, categorized social assistance system. The meeting also pushed for
stronger ecological protection, renewed emphasis on the Three-North shelterbelt
Afforestation project, and an active, steady advance of China’s carbon-peak and
carbon-neutrality goals.
