Shanghai municipal government issued its 15th Five-Year Plan for health
development, pledging increased support for innovative drugs and medical-device
R&D and stronger interoperability among healthcare providers, insurers and
pharmaceutical firms. The plan promotes broader use of data in innovative drugs
R&D, clinical care and commercial health-insurance product development, advances
a medical-insurance-enabled innovation clearing and settlement platform, and
accelerates rollout of insurance traceability codes and an imaging cloud. It
also deepens mechanisms to back innovative drugs and devices, including support
for inclusion in the national reimbursement drug list (NRDL) and exemption of
innovative drugs from DRG/DIP payment caps.
