Shanghai municipal government issued its 15th Five-Year health development plan,
directing focus on AI-assisted diagnostic software, high-end medical imaging,
surgical robots and brain–computer interfaces and accelerating registration and
market entry for products that reach the clinical stage. The plan calls for
pilot programs letting qualified medical institutions develop and file
self-developed IVD reagents aligned with clinical needs and frontier
technologies and to promote conversion of such self-developed reagents into
registered products. It also mandates deeper health-economics research across
the full lifecycle of innovative drugs and devices and encourages relocating
production of imported medical devices to domestic manufacturing.
