An Israeli official said on the 30th that Hamas and mediators meeting in Cairo
have made "progress" on disarmament. A proposed roadmap calls for the removal of
all weapons from Gaza, staged handover of responsibilities and a final transfer
of authority to a Palestinian technocratic government. The official said the
plan would make "no exceptions" for any weapons or personnel and sets procedures
to dismantle tunnels, weapons storage and production facilities. All weapons in
Gaza would be placed under the comprehensive control of a Gaza National
Administrative Committee, coordinated and supported by international security
forces. The process is to proceed on a reciprocity basis, with Israeli responses
tied to Hamas compliance.
