planning and construction of the "six networks" is a major measure to expand
domestic demand and that a large number of projects are moving to construction.
Next steps will focus with relevant parties on multi‑network coordination,
hardware‑software coordination and scenario coordination and on detailing
implementation. Priorities: integrated, unified planning to advance networks
jointly; ensuring efficient application with problem‑ and target‑oriented
spending to maximize impact; and clearing bottlenecks to raise governance and
implementation capacity.
