CHINA STATE PLANNER said at a July 31 briefing that private capital in modern times
water network construction exceeded CNY10.8 bln in 1H, up 85.8% YoY. It said it
will roll out a batch of projects with stable operating returns to attract
private firms. For compute-network construction, it will strengthen planning
guidance and factor support to create a more favorable environment for private
investment.
