Heilongjiang Meteorological Observatory at 09:45 on July 31, 2026 issued a red
rainstorm warning. In the past hour parts of eastern Bin County, western
Fangzheng County and northern Yanshou County in Harbin recorded 50–70 mm of
rain. Another 30–50 mm is expected over the next two hours, with cumulative
totals are likely to exceed 100 mm.
