The Implementation Opinions call for strengthening the legal framework for
corporate governance: accelerate drafting and revision of major financial laws
and regulations; improve shareholder equity rules, corporate governance and
market-exit mechanisms; raise penalties for violations; and strengthen
coordination between administrative enforcement and criminal justice to improve
systems for punishing and preventing financial crime and to crack down on
financial crime.
