The State Council published the 15th Five-Year Plan for Intellectual Property
Protection and Utilization, setting targets, priority tasks and special projects
for the period. The plan states that by 2030 China’s IP comprehensive strength
and international competitiveness will be further enhanced: IP protection
strengthened, IP market value increased, public IP services improved, IP
governance made more efficient, and international IP cooperation deepened,
achieving decisive progress toward building an IP power. Looking to 2035, China
aims to rank among the world’s leaders in IP competitiveness and have
essentially built a world-class IP power with Chinese characteristics.
