Gaza roadmap: the deadline for executing the second phase can be extended. Hamas
and other factions agreed to hand civil and security functions to an
administrative committee and not to interfere with the committee’s affairs
during the transition. An international committee will monitor any violations by
either side using an enhanced monitoring mechanism.
