Spanish media reported on July 31, citing government and police sources, that approximately 49,000 migrants illegally entered Ceuta, a Spanish exclave in North Africa, from Morocco in the past 24 hours, with 34 dying during the process. Spain has deployed troops, warships, and additional police forces, closed its borders, and is coordinating repatriation efforts with Morocco. The crisis quickly escalated from a border incident into a conflict of confidence within the Schengen Area. Italy proposed suspending Spain's Schengen visa, which Finland supported, while France strengthened border checks between France and Spain. Italy argued that Spain failed to safeguard its external EU borders, and its immigration legalization policy further amplified the risk of people moving into central Europe; Spain, however, emphasized that the incident was related to court restrictions on "immediate repatriation" and opposed politicizing the crisis. From a legal perspective, directly excluding Spain from the Schengen Area is extremely difficult. A more realistic scenario is for member states to gradually reinstate temporary border checks. Since migrants entering Spain from Ceuta will still require additional checks, the risk of a large-scale spread into the European heartland in the short term is relatively controllable. However, if similar incidents occur repeatedly, "temporary border controls" may gradually become the norm, affecting European countries' trust in "jointly guarding external borders and continuing to keep internal borders open."
