CHINA STATE PLANNER and the National Energy Administration issued a plan to
preliminarily build a new power system by 2030, targeting non‑fossil sources to
supply 50% of electricity generation. The plan calls for a secure, low‑carbon,
resilient and smart grid, stronger supply capacity and improved system
flexibility to keep power adequacy at reasonable levels for economic and social
needs. It aims to enable high‑level integration and utilization of
renewables—accommodating more than 2.8 billion kW (≈2,800 GW) of new energy
capacity—and to build charging infrastructure to support over 110 million
electric vehicles. Institutional reforms include more complete system mechanisms
and the basic establishment of a nationwide unified electricity market.
