electricity supply security and meet high‑reliability power needs of various
computing facilities. The plan mandates coordinated energy‑resource allocation
and joint planning of compute and power projects to align electricity capacity
with computing demand. It promotes source‑grid‑load‑storage integration and
green‑power direct‑connection models tied to computing facilities, enables
aggregated green‑power trading and local consumption to raise compute
facilities' green‑power share, and calls for enhanced recovery and utilization
of waste heat from computing facilities.
