Shanghai IP Office and the Shanghai Development and Reform Commission issued a
15th Five-Year plan for high-quality intellectual property development. Targets:
by 2030, establish Shanghai as an important international IP city through deeper
IP reform, higher protection standards, revitalized creation-use-operation of
IP, upgraded IP service supply and an optimized innovation ecosystem;
significantly improve IP creation, utilization, protection, management and
services to support Shanghai’s role as a tech-innovation source, high-end
industry hub, innovation-governance center, public-service benchmark, talent
magnet and open-cooperation demonstration area. By 2035 the city aims to be an
international IP center with complete institutions, a sound system, superior
environment and leading standards.
