On Aug 3, 2026 CHINA STATE PLANNER and the National Energy Administration
released the 15th Five-Year Plan for New Power System Construction. The
top-level plan, aligned with existing 15th FYPs for renewable energy and new
energy systems, prioritizes integrated source–grid–load–storage coordination and
shifts focus from incremental renewable capacity additions to whole-system
orchestration. It sets quantitative targets across generation, transmission,
flexibility resources, load and market arrangements, seeking a preliminary new
power system by early-2030, and targets non-fossil generation at 50% of
electricity output. CITIC Securities said the policy is likely to continue to
support ultra-high-voltage transmission, distribution-grid smartization and
digitalization, multiple forms of energy storage and virtual power plants,
Flexible adjustment resources and clean-power development, and to accelerate
implementation of capacity remuneration mechanisms and capacity markets.
