Hainan Provincial Disaster Prevention and Relief Committee has launched a
level-4 flood and wind emergency response. Meteorological forecasts say a
monsoon trough will bring heavy rain from the night of the 4th through daytime
of the 5th. Parts of Ledong, Sanya, Baoting, Dongfang, Wuzhishan, Lingshui and
Changjiang are expected to receive 80–150 mm; parts of Wanning, Qiongzhong,
Danzhou, Baisha, Lingao, Tunchang, Haikou and Wenchang 50–80 mm.
