Under current projections, officials expect issuance of coupon-bearing securities and floating-rate notes to remain at current levels at least over the next several quarters; similar language has appeared in each quarterly issuance statement since early 2024. The approach deepens reliance on short-term Treasury bills (maturities ≤1 year) — a funding mix traders dub T-bill and chill. T-bills now make up a record share of outstanding debt, raising the sensitivity of debt-servicing costs to market shocks, particularly as markets price a greater risk the Fed may need to tighten in coming months.
