China’s Ministry of Industry and Information Technology released the civil
explosives industry’s 15th Five‑Year safety development plan. It directs an
adjustment of product structure by continuously increasing the permitted
production‑capacity share for on‑site mixed explosives, promoting formula
diversification and expanding civil‑explosives product categories to better meet
market demand. The plan supports replacement‑led exit of excess capacity in
small product lines to improve resource efficiency and calls for a cautious,
orderly inclusion of new types of civil explosives under regulatory oversight.
