in coming years, carry out limited attacks on NATO allies to test alliance
resolve, in scenarios ranging from cyber operations to small-scale ground
incursions. U.S. officials say the assessment comes as U.S. munitions
inventories have been severely drawn down by transfers to Ukraine and recent
U.S.-Iran tensions, raising risks of shortages in long‑range precision‑strike
missiles, ATACMS, and short‑range Stinger surface‑to‑air systems.
