US reports on July 7 say SpaceX founder Elon Musk explicitly refused to allow the Ukrainian military to use SpaceX’s Starlink satellite internet system to strike targets inside Russia. US outlets cited two aids to ex-Ukrainian defense minister Fedorov saying Fedorov had pushed for Starlink strikes and privately contacted Musk but was turned down. Sources say Musk has not agreed, reportedly citing concern the crisis could escalate further.
