At 18:00 on Aug 8 the Ministry of Water Resources and the China Meteorological
Administration issued a red-level mountain-flood meteorological warning for 23
contiguous counties in Zhejiang. At 20:00 the Ministry upgraded Zhejiang's
flood-defense emergency response from Level IV to Level III under its
flood-drought emergency response procedures, directing local water authorities
to closely monitor rainfall and river conditions, strengthen
monitoring/forecasting/warning, and conduct rolling joint analysis. The Ministry
ordered enforcement of five evacuation responsibilities—who organizes, who
moves, when to move, where to move, and no unauthorized returns—and prioritized
evacuations and protection plans for water-linked tourist sites, eldercare
institutions, resorts and farm stays, construction camps, and flood-prone roads.
A Ministry working group has been dispatched to the typhoon, heavy-rain and
flood defense frontline in Zhejiang to assist and advise local authorities.
